The parkway itself follows the river for several kilometres and is managed by the Niagara Parks Commission, whose mandate has kept the immediate riverbank largely free of commercial development. Queen Victoria Park, which frames the falls on the Canadian side, fills with visitors through the warmer months and transforms in winter when the falls and surrounding trees are illuminated as part of the long-running Festival of Lights.
